CHP Public Information Officer Mark Latulippe released the following report Wednesday morning
A fatal collision occurred on September 24, 2019, on West Via Rancho Parkway near Purer Road at approximately 7:26 PM. At approximately 7:10 PM California Highway Patrol Border Division Communications Center received calls of a male pedestrian walking in the middle of the roadway acting erratically. CHP units from the Oceanside Area were dispatched to the call. Additional callers and witnesses related that it was difficult to see the pedestrian. At approximately 7:26 PM the communications center was advised by witnesses the pedestrian had been struck by a vehicle.
A silver Infiniti sedan being driven by a 47 year old female from San Diego traveling westbound on West Via Rancho Parkway approached the pedestrian’s location and for reasons that are still under investigation, the Infiniti struck the pedestrian.
Good Samaritans and witnesses stopped and rendered assistance to the pedestrian until CHP and Fire personnel arrived. Unfortunately, the male pedestrian died at the scene. The driver of the Infiniti stopped and remained at the scene.
The male pedestrian has yet to be identified but was 18 to 25 years of age and was Hispanic or Caucasian.
The driver of the Infiniti was determined to not be impaired. The impairment of the pedestrian will be determined by the county medical investigator later.
West Via Rancho Parkway was affected intermittently for approximately two hours to allow officers to investigate and process the scene. The on-scene investigation was completed at approximately 9:35 PM.
This incident remains under investigation.
