At Wednesday’s City of Escondido council meeting Dr. Roy “Pat” Archer was honored for over four decades of service as Scoutmaster to Troop 649, upon the occasion of his retirement.

Dr. Archer, who was also for many years a political science instructor at Palomar Community College, because the first Scoutmaster to Troop 649 in 1977. Under his leadership, 205 Scouts have earned the rank of Eagle Scout, the highest in the Boy Scouts of America, a distinction earned by less than 5% of Scouts in the program.

The award noted that  “Dr. Archer has taken great pride in teaching the young men in our community life skills, leadership, tolerance, responsibility, hard work, and community and civic service.”

The proclamation, read by Mayor Paul McNamara, proclaimed Thursday, December 19, 2019 as “DR. PAT ARCHER DAY” in the City of Escondido.

Dr. Archer spoke briefly, urging all parents to “give Scouting a try,” as a way of pointing the youth toward the right path.

December has been a month of honoring Dr. Archer, who the week before led the Jaycees’ Christmas parade as grand marshal.

An honor guard of Scout Troop 649 brought the U.S. flag to the center of the city council chambers for the Pledge of Allegiance.

It’s wonderful to see Pat recognized for his service to the youth of Escondido via his tremendous leadership. My two sons, Cory and Kyle and I spent several years in 649 and have nothing but great memories of our many hikes and Colorado river trips. They’re now in their 40’s and we still talk about those
Times. Thanks so much for those memories Pat and the positive leadership and guidance that Troop 649 brought to my boys.

Dr. (Pat) Archer was my Scoutmaster in 1977 in troop 649… I think we met at Glen View Elementary… He ran for Congress (I think – I was a kid & politics was less important than girls)…

He is a great Scoutmaster; he always let the Scouts create their own activities… We planned campouts not the adults…

    All the best,

    corky, Eagle Scout 1980

  9. Jose Ramirez says:

I have 3 eagle Scouts, Juan Carlos, Cesar, and Marcos Ramirez. I spent 20+ years as a assistant Scoutmaster and Merit badge counselor for the Troop 649.
I have called both his cell and home phone number but they both are out of service. I left a card at his address but I don’t know what happened to him and his wife. You can contact me at 760-522-5139. Thank you, Jose Ramirez
